‘Ukraine 30’ Forum: Ukrainian labor migration – how to prevent the outflow of people
Ukraine is the leader among European countries in terms of the number of people who leave to work abroad.
This was announced by the First Vice Prime Minister – Minister of Economy of Ukraine Oleksiy Liubchenko during the all-Ukrainian forum “Ukraine 30. Human Capital”. On July 20, the labor market in Ukraine and ways to prevent the outflow of labor resources abroad was discussed there, UA reports.
Ukraine does not know exactly how many citizens work abroad. However, according to experts, about 3 million Ukrainians travel abroad annually. These are mainly students and young people from 25 to 34 years old.
“Last year, according to the Register of Individuals – Taxpayers, 11,300,000 citizens of Ukraine received official salaries. Almost 11 million did not receive any income at all. Also there are more than 11 million pensioners, the size of pensions which depends on legally working citizens. That is, we have two unemployed persons at the expense of one employed” – said Lyubchenko.
To bring labor migrants back, the government intends to simplify the tax system, provide benefits and create new jobs. This is facilitated by decentralization, which develops communities. New jobs are also created under the Big Construction program: more than 2,000 Ukrainians have already been employed. In addition, the government intends to implement industrial parks – special industrial territories. The corresponding bill is ready for the second reading.
“The state will invest in the construction of engineering and transport infrastructure of industrial parks at the expense of the state budget. The second step will be to provide tax and customs privileges for participants, that is, residents of industrial parks. The bills will be adopted in the fall” – said Minister of Community and Territorial Development Oleksiy Chernyshov.
