Poroshenko Signs Decree on 5G Mobile Communication, Russia Ramps Up Disinformation Campaign
Outgoing Ukrainian President Petro Poroshenko signed a decree allowing for the implementation of 5G technology throughout the country

While countries continue to move to 5G technology, Ukraine joining them, Russia has been very active in the United States spreading disinformation about the health risks of 5G.
In Ukraine, President Petro Poroshenko signed the Decree “On ensuring conditions for the implementation of the system of mobile communication of the fifth generation.” The Decree sets out a schedule that will allow the launch of the 5th generation technology in 2020 and include a plan for the allocation of frequencies, coordination of the work with the Government and the necessary legislative initiatives of the Verkhovna Rada.
In 2014, Ukraine did not have the 3G standard and the first Presidential Decree on the introduction of 3G was issued in July 2014.
“We have been trying to close Ukraine’s gap from the leading countries of the world,” Poroshenko said. He also mentioned that in July 2015, a decree on the introduction of the digital standard of 4G was signed.
“Today, 3G and 4G connection is not a surprise either. It functions throughout the country,” Poroshenko said, emphasizing that Ukraine did this in 5 years, while for many other countries it took more than ten years.
“We have closed the lag that Ukraine had in 2014. We have managed to attract significant funds to the state budget. Billions of hryvnias. As for the fourth generation, it was 8 billion, as for the third generation, the amount exceeded 9 billion hryvnias. And 36 billion hryvnias of investments were provided to the economy of Ukraine,” he said. He also noted that “the organization of contests for the distribution of 3G and 4G frequencies was a model of anticorruption, openness, accessibility, which was noted by all investors.”
“Today, on World Radio Day, which is celebrated by the United Nations, we have a historic event. Realizing that 5G connection will work in most European Union countries in 2020. And now it’s already functioning in the USA and China, we’re not going to trail behind,” Poroshenko said.
“The introduction of 5G connection will allow people to get absolutely new services, including interactive television, e-government, improvement of the management quality, absolutely new conditions for the IT sector in Ukraine,” he said.
Poroshenko emphasized the importance of introducing the latest information technology – 5G connection standard for rural medicine and telemedicine, development of new Ukrainian school and interactive learning, access to the best practices in the world for education, ability to ensure people’s safety and development of new media. At the same time, he noted that the Ukrainian IT sector would have enormous prospects for growth with the launch of this technology.
As Poroshenko mentioned, the United States has begun rolling out 5G technology. That has given Russian propaganda outlets a chance to spread lies and questionable stories about 5G.
The New York Times has reported on RT America, RT’s propaganda outlet that broadcasts in the United States, and how they have been flooding their broadcasts with stories that are either total fabrications or based on fringe theories and conspiracies.
The RT America stories report that 5G signals lead to brain cancer, infertility, autism, heart tumors and Alzheimer’s disease, none of which have any basis in scientific fact.
Meanwhile, Russian President Vladimir Putin issued a statement on February 20, 2019 saying that “[t]he challenge for the upcoming years is to organize universal access to high-speed internet, to start operation of the fifth-generation communication systems,” the Times wrote, using TASS as a source, while RT America has not reported on this.
The Times article also says: “RT America aired its first program assailing 5G’s health impacts last May, its only one in 2018. Already this year, it has run seven. The most recent, on April 14, reported that children exposed to signals from 5G cellphone towers would suffer cancer, nosebleeds and learning disabilities.”

RT America has been targeting the higher frequencies of 5G as the reason for the medical concerns. However, scientists say that the higher frequency will cause less damage as the shorter wavelengths are less prone to getting very far past the skin and cannot cause any internal damage.
And, in Russia, various medical treatments rely on a bandwidth that is even higher than 5G’s top range. The Times reports:
“Even as RT America has worked hard to damage 5G, the scientific establishment in Russia has embraced a contrary and questionable position: that the high frequencies of 5G communications are actually good for human health. It recommends their use for healing wounds, boosting the immune system and treating cancer. Millions of Russian patients are said to have undergone such high-frequency therapies.

American intelligence agencies are using this as yet another example of Russia trying to sow disinformation, lies and propaganda to destabilize democracies, all the while preparing for 5G in Russia where the Kremlin controlled media has not reported similar stories as the ones RT America has been doing.
