Pristaiko: Ukraine Agreed to Steinmeier Formula
The Foreign Minister also stressed that elections are impossible without ensuring security conditions and Ukraine controlling the Russian-Ukrainian border

Foreign Minister Vadym Prystaiko said he had allowed the application of the “Steinmeier formula” for resolving the situation in the occupied part of Donbas, Hromadske reports.
According to the report, he said this during a joint meeting of the committees of the Verkhovna Rada on European Integration and the Committee on Foreign Affairs.
“We came to the agreement on the Steinmeier formula and I confirmed it. The Special Status Law enters force for the time of the [local] election and finally enters into force after the OSCE ODIHR releases the decision to recognize the election results,” Prystaiko said.

The Law on Special Status of Donbas is one of the measures, agreed to within the Minsk negotiations process. It envisages imposing Special Status on the occupied territories, legalizing its authorities within the Ukrainian state after holding local elections.
The Steinmeier formula had been proposed by the former foreign minister of Germany Frank-Walter Steinmeier back in 2016. While the exact text of the plan still remains unavailable for media outlets, its core point is the holding of free and fair local elections in Donbas under Ukrainian law. It remains unclear whether the formula foresees the withdrawal of the Russian controlled forces from Donbas.
