‘Steinmeier Formula’ Only After Russian Troop Withdrawal
Ukraine's position that self-governance rules only take effect after Russian-hybrid troop withdrawals from the occupied Donbas regions is echoed by Ukraine's international partners, Political Director of the Ukrainian Ministry of Foreign Affairs Oleksii Makeiev stated
“This refers to local elections. Nobody will allow the election of any presidents or any autonomies there, because Ukraine is one state. Therefore, there is a demand to Russian Federation diplomats – which is also supported by our partners in the Normandy format – that the troops be withdrawn and Ukraine be enabled to restore its sovereignty over the currently occupied territory,” Political Director of the Ukrainian Ministry of Foreign Affairs Oleksii Makeiev stated.
Negotiations do not start from the “Steinmeier formula.” It provides for a solution only when the laws on local self-government in Donbas come into force, Makeiev said.
Elections in the occupied parts of Donbas would be declared democratic only when OSCE observers confirm that “there are no criminals with machine guns at the polling stations, no tanks near the polling stations, that any citizen of Ukraine living in this territory can come and vote, including 1.5 million temporarily displaced persons,” Makeiev said.
