‘Steinmeier’ Formula and the Ukraine/Russia Border in Occupied Donbas
The text of the formula was published in Ukraine and is exactly the same as previously published by the Russian media

For the first time, the Ukrainian media published the text of the Steinmeier formula, which was confirmed by a high-ranking official, Yevropeiska Pravda reported. Russian media outlet Komersant had previously published the text of the formula in the Russian language.
Earlier, Russian diplomat Borys Gryzlov claimed that the trilateral group’s talks about Donbas were disrupted by the Ukrainian side.
According to Interfax Russia, the Ukrainian side insisted on taking over the Ukraine-Russia border section in occupied Donbas which is currently not under government control. In turn, the Russian side insists on fixing the current text of the formula with signatures of all parties, adding that it does not contain any mention of the transfer of the control of the border to Ukraine.
Ukrainian diplomat, ambassador Vadym Prystaiko, Foreign Ministers of Ukraine, in an interview with Yevropeiska Pravda [European Truth], explained the Ukrainian view on the interpretation of this formula.
“As you can see, there are no ideas about the border, about the presence or absence of armed formations,” Prystaiko says.
At the same time, the Minister added that the formula provides for elections in Donbas on the basis of Ukrainian legislation and OSCE ODIHR standards.
“On Wednesday [September 18, 2019], the Minsk Trilateral Contact Group did not really fulfill the Normandy Four’s instruction to agree on the formula. They did have to do so, but there was a technical misunderstanding in the Trilateral Contact Group itself. Which I guess will be worked out later, ” Prystaiko added.
