Deputy Prime Minister for European and Euro-Atlantic Integration Dmytro Kuleba said that, in his view, Ukraine should consider allowing dual citizenship for its people.

“If new representatives of the diaspora with Canadian or U.S. citizenship but ready to work for our country appear in the Ukrainian government in the future, the Ukrainian state should have a ready-made model of cooperation with them but not invent all kinds of schemes,” the deputy prime minister said.

In addition, it will make life easier for Ukrainians living abroad to maintain ties with their homeland, Kuleba told ZN.UA.

“We should not tear these people away. We have already lost so many,” Kuleba said.

Indeed, in a recent public survey where Ukrainians were asked what they see as one of the biggest problems facing their country, many cited the loss of population due to outward migration.

A tolerant attitude towards second citizenship will solve the issue of tens of thousands of Ukrainians having Hungarian and Romanian passports, which many obtained only for the purpose of easy movement through the European Union. Allowing dual citizenship should remove some of the problems between Ukraine and neighboring countries, Kuleba said.

At the same time, Kuleba categorically rejected the possibility of Ukraine’s recognizing Russian citizenship as a second one.

“The right of dual citizenship should not under any circumstances apply to the aggressor country,” he said.
