On June 12, 2019, the Presidential Administration of Ukraine hosted the first expert discussion of the concept “A State in a Smartphone.” Representatives of the Coalition of the Electronic State, which brings together 65 different organizations and experts in the field of IT, took part. Ukrainian President Volodymyr Zelensky also joined the discussion.

“I want rapid changes. I believe in your talent and desire to make Ukraine a digital leader and I guarantee political will. We must jointly prepare the initiatives, bills and take steps to remove barriers to the digital economy and e-governance. I assure that I will personally appeal to those civil servants who show resistance,” Zelensky said.

According to the Advisor to the President, Mykhailo Fedorov, the transfer of public services to the Internet will contribute not only to the comfort of citizens, but also to the reduction of corruption.

“Our plan is very ambitious. For example, by 2024, we seek to transfer 90% of all government services to online mode, reducing the number of interactions of citizens and business with the authorities and reaching zero level of corruption in this area. And already this year Ukrainians will feel the taste of electronic services of a new generation – fully automated and united around a citizen. But all this will become real only in case of consolidation around the joint plan of actions of all experts, talented Ukrainian IT business, all branches of power and political will at the highest level,” Fedorov said.

During the meeting, representatives of the Coalition provided the President with their recommendations and discussed the priority projects of digitization. Key proposals were related to the development of tools for e-state and democracy, digital infrastructures, digital identification, cyber security, restoring order in state registries, electronic democracy, which could include electronic polls and even elections. Also, it went about the importance of creating opportunities for Ukrainian technological start-ups. All these tasks will be included in a single action plan.

Zelensky stated that such meetings would be regular.

The week of June 17, 2019, a series of discussions on the concept, with participation of international donors, business representatives, etc., will take place. Afterwards, a document will be published outlining the plan with a list of concrete actions and expected goals included.
